Costa Rica sells rainforest, biodiversity and pura vida to millions of visitors a year. It is also, by the standard international measure, among the most pesticide-intensive farming countries on the planet. Figures compiled from Food and Agriculture Organization data and reviewed in a peer-reviewed survey of Neotropical rivers put national use at 22.9 kilograms of active ingredient per hectare of cropland in 2016.
It also put it above 20 kilograms per hectare in every year since 2000 — several times the rate in Colombia, Guatemala or Brazil, and far above most of Europe. Nowhere is the distance between the brand and the balance sheet wider than on the Caribbean coast, where decades of banana and pineapple production have left a documented chemical trail through the rivers that feed Limón’s mangroves, reefs and fishing grounds.
The underlying science is not seriously contested. Researchers from the Regional Institute for Studies on Toxic Substances at the Universidad Nacional, working with Stockholm University and Wageningen University, sampled five sites along the Río Madre de Dios in Batán de Matina over two years and detected 26 different pesticides.
Modeling of those mixtures indicated a greater than 50 percent probability of clear toxic effects on algae, aquatic plants, zooplankton, macroinvertebrates and overall community metabolism, with ecological risk highest near the plantations and declining progressively downstream.
Seven substances accounted for roughly 90 percent of the modeled risk: the herbicides ametryn and diuron, the insecticides carbaryl, chlorpyrifos, diazinon and ethoprophos, and the fungicide difenoconazole. A companion assessment covering four years of sampling in the river and its coastal lagoon identified 32 pesticides in total.
The models found comparatively low acute risk to fish, but the authors were careful to note why that finding should be read narrowly: water samples were not collected during fish kill events, and several pesticides known to be applied locally — including mancozeb and pyrethroids — could not be analyzed with available laboratory capacity. Frequent fish kills have been reported in the watershed since 2004, with 18 observed events documented between 2007 and 2009 alone, and further mass mortality events have followed in recent years.
The pattern repeats at the southern end of the coast. United Nations Development Programme sampling conducted in 2019, 2022 and 2023 in the binational Sixaola watershed, shared by Costa Rica and Panama, detected a mixture of 33 pesticides contaminating the lower basin, including the Gandoca lagoon inside a protected wildlife refuge.
Thirteen of those substances were flagged as particularly concerning, either because they are classified as highly hazardous or because concentrations ran between six and 24 times the applicable international reference standard. Among them were terbufos, banned in the European Union, the United Kingdom, Canada and China, and chlorothalonil, whose use is prohibited in Costa Rica.
The mechanism is structural rather than accidental. Plantations on the Caribbean slope apply heavy volumes of active ingredient in a region that receives more than 3,000 millimeters (about 118 inches) of rain a year. That combination reliably pushes residue off the fields, through drainage canals and into the watershed.
Field research on the Río Jiménez watershed, published in Science of the Total Environment, tracked the consequence directly: the ecological quality of both riparian habitat and benthic macroinvertebrate communities deteriorated steadily from upstream reference sites down into the reaches affected by pineapple plantations, while intact riparian forest cover measurably improved those indicators.
The tourism consequences travel the length of that same chain. Rivers feed mangroves, mangroves stabilize the coastline and nurse fish populations, and healthy fish stocks support both the reef systems that draw snorkelers to Cahuita and the tarpon and snook fisheries that have anchored angling lodges at Barra del Colorado and Parismina for half a century.
Certification adds a second transmission line. Blue Flag ratings are reassessed annually against water quality and sanitation criteria, and tour operators and environmentally minded travelers screen for them, which means a downgrade functions less as a symbolic embarrassment than as a booking problem.
The economic stakes sharpen the case. The OECD’s Tourism Trends and Policies 2026 report found that direct tourism activity represented 6.3 percent of Costa Rican GDP in 2024, against an OECD average of 4.0 percent, supporting roughly 183,000 direct jobs and $5.5 billion in travel exports. The same report identified the uneven regional distribution of those benefits as a central weakness. Limón illustrates the point.
The National Institute of Statistics and Census reported in its 2025 National Household Survey that the Huetar Caribe region carries the highest poverty incidence in the country at 24.9 percent of households, and the highest extreme poverty at 8.3 percent — figures that track closely with decades of underinvestment relative to Guanacaste, which absorbed the bulk of Costa Rica’s tourism and real estate capital from the 1990s onward.
Sport and tourism fishing nationally generates an estimated $520 million a year, roughly ¢235 billion and supports around 33,000 direct and indirect jobs, according to figures from the Costa Rican Fishing Federation. That activity is concentrated on the Pacific, which is precisely the asymmetry at issue: the Caribbean’s fishing and reef assets remain comparatively undercapitalized, and water quality determines whether they can be developed at all.
That question is now live rather than theoretical. President Laura Fernández in July signed legislation clearing the way for a marina and dedicated cruise terminal in Puerto Limón, a project officials describe as a structural correction to the Pacific’s long dominance of tourism investment. Cruise passengers arriving through that terminal would head for Tortuguero’s canals, Cahuita National Park and the southern beach towns — the same coastal systems downstream of the plantation drainage.
The remedies with a track record are unglamorous. Riparian (i.e. relating to a riverbank) buffer strips already enjoy protection under Costa Rican forestry law; the gap is enforcement, since regulators in plantation zones consistently lack the staffing and laboratory resources to monitor compliance or sanction violators.
Sampling costs are one measure of that constraint: a single water sample runs around ¢120,000. Expanding wastewater treatment capacity to match Caribbean tourism growth, extending certification standards such as Rainforest Alliance beyond voluntary exporters, and funding genuine monitoring infrastructure in Limón would protect the certifications, reef health and fishing yields that determine whether the province can capture a larger share of the national tourism economy.
The same pressures are visible in the Térraba-Sierpe wetland on the Pacific side, where research traced 71 percent of detected contaminants to pineapple farming some 80 kilometers (50 miles) downstream. Anyone who witnesses pollution firsthand — discolored water, dead fish, visible runoff — can trigger a formal inspection.
Reports go to the Integrated System for Processing and Attention of Environmental Complaints, known as SITADA, at sitada.go.cr, administered by the Environmental Comptroller within the Ministry of Environment and Energy. Complaints can also be filed with the Administrative Environmental Tribunal, which has authority to investigate violations of environmental law and set damages. In either case a report is far more likely to produce an inspection if it includes a precise location, dated photographs and the time of observation.
None of this is an argument against visiting the Caribbean coast, which remains one of the most biologically rich and culturally distinct corners of Costa Rica. It is an argument that the coast’s economic future runs through its water. The reefs, the fisheries and the certifications that would let Limón compete are all downstream of the same drainage canals, and the area cannot build a premium destination on a watershed nobody is measuring.
