One of FBI’s ‘Most Wanted’ Arrested Outside S.J. Hotel

WINSTEAD entered Costa Rica June5, 2003, before he was charged with murder,under his own name, according to theministry press office. He later began usingthe name Jeffrey Dan Fish, another U.S citizenwho has Costa Rican residency andlives in Limón.When the suspect was detained Tuesday,he was carrying a photocopy of Fish’s passportas well as a fake driver’s license.Winstead lived in Cariari de Heredia, agated community north of San José, and isnot known to have a job, according to theministry statement.THE U.S. Embassy will now begin theextradition process, which normally takesseveral months, according to embassyspokeswoman Elaine Sampson.Don Perryman, a reporter for TheMessenger, a newspaper publishedTuesday-Sunday in Madisonville, Kentucky,told The Tico Times Kentucky statepolice have known Winstead’s locationsince April.However, negotiations had to be madeto ensure the suspect would not face thedeath penalty in Kentucky in order to makethe extradition possible, Perryman said.
