Costa Rica has moved several immigration procedures for foreign executives and their families online, allowing eligible applicants to complete and track the process through the Ventanilla Única de Inversión, or One-Stop Investment Window. The new service became available yesterday and is aimed specifically at people connected to companies operating under Costa Rica’s Free Trade Zone Regime.
For now, the online system covers three immigration categories: Free Trade Zone Executives, Dependents of Company Executives and Free Trade Zone Stays. Applicants using the platform can review requirements and applicable regulations, submit their cases, follow the progress of their applications and receive notifications and approvals online.
The system also provides a record of each stage of the process and allows applicants to interact with the government agencies handling their cases. The change is particularly relevant for international companies that regularly bring managers, executives and other specialized personnel into Costa Rica.
The General Directorate of Immigration and Foreigners developed the service with Costa Rica’s foreign trade promotion agency Procomer, with support from the Ministry of Foreign Trade. The immigration procedures have been added to the Ventanilla Única de Inversión, commonly known as VUI, an existing digital platform designed to bring government procedures required by businesses into one system.
The platform already centralizes dozens of processes related to opening, expanding and formally operating companies in Costa Rica. The government has been expanding the platform as part of a broader effort to reduce the amount of paperwork and in-person processing required from companies operating in the country.
For foreign companies, immigration procedures can be an important part of establishing or expanding operations in Costa Rica, particularly when businesses need to relocate executives or specialized employees from other countries. The online system should make it easier for participating companies and their employees to see where an application stands instead of relying entirely on separate communications with government offices.
However, the change does not mean Costa Rica has introduced online processing for all residency applications. The service announced this week applies only to the three designated categories connected to qualifying companies and the Free Trade Zone Regime. Foreign residents applying through other immigration categories should not assume their residency applications can now be submitted through the VUI.
Costa Rica’s Free Trade Zone Regime is a major part of the country’s strategy for attracting foreign investment. Companies operating under the program receive tax and customs incentives in exchange for meeting investment, employment and other requirements. The addition of immigration procedures to the VUI is therefore aimed as much at companies as individual applicants. The government wants businesses bringing foreign talent into Costa Rica to have a more predictable and trackable process.
The three newly available immigration procedures can now be started through the VUI platform.
