After the Costa Rican legislature failed to take up a request to allow a U.S. Navy ship to enter Tico territory to deliver three prisoners and more than 900 kilograms of seized cocaine, authorities will make the exchange in risky conditions on the high seas.
In a formal complaint sent to the Nicaraguan ambassador, the Costa Rica Foreign Ministry demanded that its northern neighbor "cease all intention to reclaim Costa Rican territory."
