Insulza Returns to OAS to Discuss Border Dispute

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, is on his way back to Washington, D.C. after spending the weekend and Monday morning meeting with the presidents and foreign ministers of Costa Rica and Nicaragua.

Insulza left Costa Rican on Monday morning after participating in a flyover of the Río San Juan and Isla Calero, the parcel of land in dispute. Insulza also participated in a flyover of the area on Saturday with members of the Nicaraguan Foreign Ministry.

“I had the opportunity to fly over the zone in question this morning in a helicopter to view the area and the positions of the border demarcations,” Insulza said. “I have heard the perspectives of both countries and will return tomorrow to discuss the situation with the Permanent Council of the OAS.”

Costa Rican Foreign Minister René Castro, who met with Insulza twice over the weekend, said Monday morning that negotiations concerning the presence of Nicaraguan soldiers on Isla Calero had advanced considerably and that he felt “very positive” about Tuesday’s discussion of the conflict in the OAS.

Both countries have expressed the desire to have the situation resolved as peacefully and quickly as possible.
