NEW YORK — U.S. stocks rose, with benchmark indexes closing at all-time highs, amid optimism the economy is showing sufficient strength to weather a slowdown overseas.
Six months after taking office President Luis Guillermo Solís outlined – in a 560-page document – a roadmap for his administration that includes a promise to reduce Costa Rica’s extreme poverty rate by 45 percent by 2018, the year he leaves Casa Presidencial.
Economic concerns were front and center in the annual report on the state of Costa Rica, which highlighted topics like unemployment, inequality, poverty and the deficit. After 20 years of economic growth, the report’s authors said that Costa Rica has yet to make significant gains in human development.

The program will offer training and educational assistance to improve the competitiveness of small and medium-sized businesses, but the news came on the heels of a Hanes Brand Clothing subsidiary closing its operations in Cartago, and laying off 1,250 workers because of more favorable conditions in Vietnam.
The Costa Rican Investment Promotion Agency confirmed that medical device manufacturer Theragenics Corporation has leased a manufacturing facility that will launch operations later this year in the province of Alajuela.
