THE town of Puerto Viejo deTalamanca, on the southern Caribbeancoast, is in the process of naming itscultural house after Jamaican MarcusGarvey (1887-1940), founder of theUniversal Negro Improvement Associationand a pivotal figure in the strugglefor racial equality in Costa Ricaand throughout the world.
