Proposed Fishing Law Sent Back to Debate

A proposed law that would give governmentofficials authority to enforce thenation’s fishing regulations, which wasapproved in first debate by the LegislativeAssembly in July, has returned to firstdebate at the request of the ConstitutionalChamber of the Supreme Court (Sala IV),the Association MarViva announced.The court recommended changes tojust two paragraphs of the proposed law,to ensure it will not later be declaredunconstitutional, according to a statementfrom MarViva.Parts of the previous fishing law weredeclared unconstitutional in 1995, andCosta Rica has been unable to enforcefishing regulations ever since (TT, July 23).
