The Superintendence of Telecommunications (SUTEL) has approved Elon Musk’s satellite internet venture Starlink to begin operations in Costa Rica in the fourth quarter of 2023. With download speeds averaging 130Mbps for the monthly $49 subscription fee plus a one-time $499 equipment cost, Starlink aims to provide high-speed internet access to rural areas currently lacking connectivity. Each user kit will include the necessary hardware like an antenna and router to connect to Starlink’s network of low-orbit satellites. SUTEL granted a non-exclusive 15-year operational frequency license to Starlink, which is expected to help pave the way for future 5G rollout across the country. Beyond pure technology, Starlink represents a major step toward bridging the digital divide in Costa Rica and bringing inclusive internet access to all citizens.

Costa Rica Declares National State of Emergency Over Migrant Surge.

The government of Costa Rica has declared a state of national emergency in response to a surge of migrants crossing its southern border from Panama. President Rodrigo Chaves and the National Emergency Commission (CNE) announced the measure to allocate additional resources to manage the influx, with over 386,000 migrants entering Costa Rica so far this year. While peaceful transit will be permitted, President Chaves warned that any disrespect toward authorities would result in deportation. The CNE is concerned about the strain on local border communities hosting the migrants. The national emergency aims to bolster security at the border while still providing humane treatment and safe passage for migrants. However, leaders agree the migrant crisis requires greater international cooperation beyond Costa Rica’s capacity alone. The declaration allows Costa Rica to urgently mobilize funds and operational capabilities to address the overwhelming migrant flows.
