That blur of the tricolor passing by at top speed in Bergen, Norway? It’s Costa Rican cyclist Jason Andrey Huertas Araya, competing during the men’s under-23 individual time trial at the UCI Cycling Road World Championships on Sept. 18. He finished 45th with a time of 52:24.42, according to the UCI website.
