Nearly a century ago, the Comandancia de Plaza served as a barracks and prison for the northwestern province of Guanacaste.

Then the old fortress was abandoned and left to decay. But today, the structure serves as an arts and community center, and with a little TLC, it could become a cultural touchstone. Robert Isenberg visits the old cuartel.
