Does Pacheco Deserve A Nobel Peace Prize?

The environmental organization Oilwatch announced in June it hoped to nominate former Costa Rican President Abel Pacheco for a Nobel Peace Prize for a moratorium he put on oil exploration during his term. President Oscar Arias, who took over for Pacheco this year and lifted the moratorium, has his own Nobel Peace Prize from his efforts to advance peace in Central America in the 1980s.
